Every webmaster need to create web pages if he don’t use automate systems like wordpress or some fancy CMS (content managment system). Now look for one of these free web editors:
www.pagebreeze.com – A full-featured but easy to use visual (WYSIWYG) HTML editor
www.trellian.com/webpage/ – Free (WYSIWYG) web editor with a drag & drop interface
www.snapfiles.com/get/dheeditor.html – Free (WYSIWYG) web editor to create HTML, ASP, PHP, CFM, JSP, XML pages
notepad-plus.sourceforge.net – Notepad++ is a PHP, HTML editor with syntax highlighting
hapedit.free.fr – HAPedit is an acronym for Html Asp Php editor

One of the best free editors is PSPad (http://www.pspad.com/). Really full of functions, easy to use. Best recomendations from me!
